Responsibility Areas

Responsibility Areas allows administrators to assign specific users to a polygon (an area) representing an area of responsibility. 

One of the most powerful tools available in GIS is the ability to visualize and understand the spatial context of place. For example, when looking for a business, having an address is essential, but having that address displayed on a map provides a meaningful context when you ask “Where is that?” 

By the same token, receiving a notification of an event with a geospatial location provides this context when visualized on a map. As part of this notification process, there may be a filter needed based on responsibility. In the case of a technician responsible for providing services, the filter criteria would be those events that are within their defined service area. By filtering out notifications that are not inside the technician's responsibility area, the technician receives only the notifications that relate to them.  Responsibility Areas will have persons assigned to them based on type of responsibility and these persons will receive notifications via the identified contact method(s).


Individuals assigned to a Responsibility Area will receive the following system Notifications:

  1. Patrol Observation - when a new Observation is created (in TransparentEarth or PointMan) and saved in the OPEN state
  2. Patrol Observation Confirmation Log not created and completed within two (2) days of the Observation
  3. Patrol Observation not closed after 5 days of opening

NOTE: Responsibility Areas will not show up on the TE map until they have the appropriately assigned Supervisor and/or Responder.


Currently, TransparentEarth allows users with the proper permissions to create Responsibility Areas and assign users to each.

This topic outlines the following processes:

  1. Create Responsibility Area
  2. Edit a Responsibility Area
  3. Delete a Responsibility Area
  4. Search for a Responsibility Area


Creating a Responsibility Area

  1. Launch the TransparentEarth URL and log into TransparentEarth.
  2. Click the Layers icon. 
    The Layers panel displays on the right side of the screen.
  3. Click Patrols, and then select PLM Service Area
    This allows an administrator to assign a specific PLM Service Area polygon to a specific set of Supervisors and Responders for that PLM Service Area. 
    When a user is assigned to a specific PLM Service Area in the Responsibility Area tool, they will receive an email notification and a task in their My Notifications list every time a NEW Observation is created and saved in the OPEN state, and whenever a Confirmation Log is created and saved in the OPEN state.
  4. Select the check box next to the polygon (area) layer. For example: Regions, any polygon created in PointMan, or PLM Service Area, etc.... 
    The layer displays on the map.
  5. On the left side of the screen in the dashboard, click Administration, then Responsibility Areas
    The Administration Responsibility Areas Search Results grid displays at the bottom left of the screen.
  6. Scroll to the bottom of the left side dash board, and click the Create button. 
    The Responsibility Areas dialog box displays. 
  7. Enter a name in the Responsibility Area name field. 
    This name may represent the PLM Service Area and Responsibility Area.
  8. Select the Responsibility Type from the available list. 
    Currently, the only type currently configured is Patrol Area Observations.
  9. Click the Select Area Polygon button. 
    The map view will display and be labeled "Select Responsibility Area Polygon". 
    In addition, two (2) new buttons display:
    1. Select Responsibility Area Polygon 
      Allows users to select a polygon feature from the map (step 9 below).
    2. Back to Responsibility Area Dialog 
      Returns the user to the Responsibility Areas dialog box.
  10. Click the Select Responsibility Area Polygon button.
  11. Select the applicable polygon on the map. For Patrols purposes, select the specific PLM Service Area to define it as the Responsibility Area
    The Responsibility Areas dialog displays again.
  12. Click Save to save the NameType and Area Selection.
  13. Click SaveYes, then OK at the prompts. 
    This will save the new Responsibility Area and make the Assignments tab available.
  14. Click the Assignments tab. 
    A grid that allows you to select each user, name by name, and assign them one of two Roles (Supervisor or Responder). 
    Users selected as a Supervisor or a Responder will receive an email and a task in their My Notification list when a new Observation is created and saved in an OPEN state. 
    They will also receive those notifications if an Observation Log is created and also saved in an OPEN state. 
  15. Click the Add New button.
  16. From the User drop-down list, select a name. 
    Only one name at a time.
  17. From the Role drop-down, select a role (Supervisor or Responder).
  18. Click Update.
  19. Repeat this process until all Supervisors and Responders are set up for this Responsibility Area.
  20. Slick Save.
  21. Click Yes at the confirmation prompt.
  22. Click OK at the confirmation prompt.


Editing a Responsibility Area

  1. Search for the Responsibility Area.
  2. From the results grid, double-click the record you want to open. 
    Or, click the record, then click the Edit button. 
    The Responsibility Areas dialog box displays.
  3. Complete all edits. 
    Currently, users can edit the following:
    1. Responsibility Area Name
    2. Responsibility Area Type
    3. Assignments
  4. To View the Responsibility Area polygon on the map, click the View button. 
    The polygon will be highlighted on the map, and you can move the dialog box to the side to view the whole polygon. 

    Currently, users cannot edit or modify the polygon/area that is related to the Responsibility Area. 

    To change the Area of a Responsibility Area, users will need to create a NEW Responsibility Area and associate it to the correct polygon. 
    If a user creates a new Responsibility Area, then the old Responsibility Area will need to be deleted (see instructions below).
  5. Click Save.
  6. Click Yes at the confirmation prompt.
  7. Click OK at the confirmation prompt.
  8. Click Close.


Deleting a Responsibility Area

  1. Search for the Responsibility Area.
  2. From the results grid, double-click the record you want to open. 
    Or, click the record, then click the Edit button. 
    The Responsibility Areas dialog box displays.
  3. Click the Delete button.
  4. Click Yes at the confirmation prompt. 
    The Responsibility Area will be deleted and will no longer display in the search results grid.


Searching for a Responsibility Area

  1. In the left side dashboard, click Administration, then Responsibility Areas. 
    The Administration Responsibility Areas dashboard displays at the bottom left of the dashboard. 
    All Responsibility Areas automatically display in the search results grid. 
  2. To filter (or to search) for a specific Responsibility Area, start typing the name of the area in the Drill Down Filter field. 
    As you type, the search results grid will display only those Areas that contain the values entered into the field. 
  3. From the list of returned records (search results), you can do all of the following:
    1. Double-click a line item and the Responsibility Area dialog box will open.
    2. Use the general Drill Down Filter function to filter down to a meaningful record set or specific result: Type in part of a value and the list of records will automatically filter towards any record that has all or part of your entry in it.
    3. Click the Export Visible Fields button to export the visible records with the visible set of columns into a CSV file.
    4. Click the Export All Fields button to export the visible records with all possible columns into a CSV file.
    5. Modify Records Per Page by selecting different values from the records per page drop-down list. You will see the following options: 10, 25, 50, 100, All. Selecting one of these items should display that many records.
    6. Click the column title of any column to sort the contents of that column, first by A-Z, then by Z-A. (Ascending-to-Descending, then Descending-to-Ascending).
