Patrols Observations

Patrol Observations are recordings of events that have been observed along a Patrol Route. Observations are reported within the Patrol Report for that route and that Patrol. 
Notes:

  1. PatrolsObservations and Missing Sections can be created within TransparentEarth and with the Mobile Patrols functions within PointMan.
  2. This topic outlines the Patrols processes for TransparentEarth. Instructions for PointMan processes are contained within the PointMan help system topics.

Patrols Notifications Enabled:

  1. When a Patrol Observation has been created and saved in an OPEN state, the individuals assigned to that Segment within the Responsibility Area Management tool  will receive an email notification, as well as a task in their My Notifications list.
  2. When a Patrol Issue Confirmation Log has been created and saved in the OPEN state, the individual assigned to that Segment within the Responsibility Area Management tool will receive an email notification, as well as a task in their My Notifications list.

 

Creating a New Observation within TransparentEarth

  1. After creating an initial Patrol Report, from the Edit Patrols dialog box, click the Observations tab. 
    Observations details display in list format. For new Observations, there will be no observations in the list.

  2. Click the Create New Observation button. 
    The dialog box is hidden, and the map displays zoomed into a Patrol area with a patrol boundary.

  3. Use the Zoom In and Pan tools to zoom into the specific area of observation. 
    Use the Zoom Win feature or the Pan and Zoom feature to allow for accurate placement of the observation in the map display.
  4. Click the Map Report Observation tool.

    The pointer turns into a set of "Crosshairs" to be used to register the exact observation location.
  5. On the map, select the location of the observation and left-click to register the point. 
    The New Observation dialog displays, allowing entry observation details.
  6. On the Observation Details tab, complete the details as required:

Subcategory REQUIRED Select the Subcategory value from the drop-down list. Required following certain selections within the Category field.
Environmental Conditions Surveyed   Select the check box next to each condition that applies to the Observation you are reporting.
Observation Description REQUIRED Enter details of the observation made.
Immediate Actions Taken REQUIRED Enter details of any actions immediately taken.
Date Created   Auto-Populates on save

 

  1. Click Add.
  2. Create an additional Observation if necessary by clicking the Create New Observation, or edit an existing one by selecting one of the observations and click the Edit/View Observation button.
  3. Once you are done with creating Observations, click Save
  4. Click Yes.
  5. Click OK.
  6. Click Close to close the Patrol and Observation dialog box. 
     

Observation Confirmation Log:

Once a missing section has been added, patrollers will need to ensure that the missing section is patrolled once every two (2) weeks. Once the Patroller has performed a special patrol for the missing section, or performs a completely new patrol over this missing section, the user can go into the Missing Section Log and set the Missing Section to Complete.

 

Creating and Complete the Observation Confirmation dialog

  1. Locate the specific Patrol Report or Observation. See Searching for Patrols for more details.
  2. Open the Patrol Report, and go to the Observations tab. 
    From the list of missing sections, locate the applicable record.

  3. Double-click the record, or select the record and then click the Edit/View Observation button. 
    The Observation Details/Confirmation Logs tabs display.
  4. Click the Confirmation Logs tab.
  5. Click the Create New Confirmation Log Record button.
  6. Complete the tab as required: 
    a.Confirmation Log Number: Automatically populates. 
    b.Observation Number: Automatically populates from the Observation. 
    c.Patrol Number: Automatically populates from the Patrol Report. 
    d.Confirmation Log Date: Click the calendar button and select the applicable date. 
    e.Field Representative: Select the name of the Field Representative from the drop-down list. 
    f.Situation Details: Enter the details about the situation. 
    g.Actions Taken: Enter details of the action that was taken. 
    h.Additional Monitoring Required?:  Select Yes or No from the drop-down list. 
    i.If you select No, the related Observation will now display as Complete. 
    ii.If you select Yes, this related Observation will remain open and the Patrol incomplete.
  7. Click Add.
  8. Click Update.
  9. Slick Save.
  10. Click Yes.
  11. Click OK.

 

Editing an Existing Observation From the Map

The Reported Observations layer displays a green point for all Observations that are still 'open' or in need of action.

Once an Observation has been 'closed', it will no longer display on the map.

You can open and edit an open Observation by:

  1. From the Layers panel, open Patrols, then click Reported Observations.
  2. Enabling the Patrols module (click the Patrols icon in the upper tool bar):

  3. Click the View/Edit Observation icon:

  4. Click the applicable green point on the map. 
    The Edit Observation dialog box opens to the applicable Observation.
  5. Update the Observation as needed (update details, create a confirmation log to close or keep open the Observation).
  6. Once edits are complete, click the Update button.
  7. Click Save.
  8. Click Yes.

 

Editing an Existing Observation from within a Patrol Report or From Search Results

  1. Launch TransparentEarth by opening a Chrome web browser and entering your TransparentEarth URL.
  2. Log into TransparentEarth by entering your User ID and Password, and click Sign In.
  3. Locate the applicable Patrol Report or Reported Observation. 
    See the Searching for Patrols topic for more details on how to locate a specific Patrol Report.
  4. Click the record in the Search Results Grid, and then click Edit Existing Patrol, or Edit Missing Observations

  5. The Edit Observations dialog box displays with the Observation Details and Confirmation Logs tabs available for edit.
  6. Click Update.
  7. All tabs are available for edit.
  8. Click Save.
  9. Click Yes.
  10. Click OK.
  11. Click Close to close the Edit Patrols dialog box. 
     

Deleting an Existing Observation

  1. Launch TransparentEarth by opening a Chrome web browser and entering your TransparentEarth URL.
  2. Log into TransparentEarth by entering your User ID and Password, and click Sign In.
  3. Locate the applicable Patrol Report or Reported Observation

  4. Click the record in the Search Results Grid, and then click Edit Existing Patrol, or Edit Existing Observations

  5. If you opened a Patrol Report, go to the Observations tab and open (edit) the Observation record you wish to delete. 
    The Edit Observation dialog box displays. 
    You can go directly to this dialog box if you click the Edit Existing Observations button from a Reported Observations search.
  6. Click the Delete button (lower right corner).
  7. Click Delete at the first confirmation prompt. 
    The Observations  tab will display, and the missing section will no longer be visible.
  8. Click Save.
  9. Click Yes.
  10. Click OK.
  11. Click Close to close the Edit Patrols dialog box.
